Martin C. Libicki is a Distinguished Visiting Professor at the U.S. Naval Academy and an adjunct at RAND. His work notably involves the national security implications of information technology as it involves cybersecurity and cyberwar. He graduated from MIT and holds a PhD from the University of California, Berkeley.
