"The two papers included in this volume were commissioned to address the nature of the international political economic system and the pressures it placed on Canada. Jock Finlayson's study addresses the constraints and options facing Canada in the context of a review of literature on Canadian economic foreign policy. Such a review is much needed, and will fill a gap in the writings on Canadian external relations.
