Buford is angry and jealous of the little frogs in the pond who play and have fun together. He scares them and bullies them into making them "work" for him until the other frogs band together and tell him to stop bullying them. It teaches children to stand up for themselves while still being respectful.
We recently unearthed 15 boxes of books in my dad's old storage building. They are all from the 1970s and earlier. Some of them are my books from childhood, so I have to hang on to a few of them. This is one that I remember enjoying. It includes these poems:
