This is a funky book I came across by chance as a kid. I don't recall exactly where... maybe a thrift store, or in a box of old books? When I looked at the illustrations, it looked like something that could have been from the late 1970s or early 1980s given the style, so i was surprised when I remembered this book, and looked it up to discover that it was published in the early 90s.
There's no cover image on Goodreads, but I was able to find the book on eBay, and seeing the cover jogged my show more memory... it's a few kids in a spaceship and when I first saw this book I wondered what that had to do with meters? (I had no idea what the book was about till I opened it)
It's for kids with asthma and allergies (the kind that make breathing difficult) and the meter in question is this device that you breathe in to measure your lung capacity - hence the title. So it's one of these books designed for kids with health issues to help them learn how to use necessary devices, as well as explaining how lungs work so that kids have a better understanding of their disorder and how it affects them. The target audience for this book is elementary school kids.
This book would be dated now, but I can see how it was useful back in the 90s, and the back of the book contained information on resources for parents of, and, asthmatic/allergy-prone children show less
