The author posits a third way between rule-following due to threat of sanction, as a consequence of internalization. Instead, we follow 'social norms" because salient cues active a script. These scripts constitute the "grammar" of social organization. This allows her to predict the cultural variability of fairness norms, and to deny that there is an abstract, generalized idea of fairness or justice, but only particularlized, contextualized expectations.
