Flynn's book went largely unnoticed until Katrina, then people began to recognize the fragility of systems. He points out several crucial infrastructure systems that are highly vulnerable and for which little action is being taken to mitigate that fragility. International ports is one of the main, but also storage facilities near population centers, and the electric grid.
