A sad collection of anecdotes of the rapidly changing plight of native Americans post-civil war, as the American army and settlers constrained and corralled them. The 'observer' is of course on the winning side, and echoes contemporary portrayals of them as anecdotally and variously as 'weak-minded', proud but doomed to extinction or, if they can't adapt to 'civilisation', extermination.
