The author after experience as a teacher and inspector of schools became Deputy Education Officer at Birmingham (1920-27), then Chief Education Officer at Southend-on-Sea County Borough (1927-31) and then Chief Education Officer in the County of Essex (1931-38). He was President of the Association of Directors and Secretaries for Education (now the Association of Chief Education Officers) in 1935-36 and President of the Education and Psychology Section of the British Association for the Advancement of Science, 1937-38.
In 1938 he went out to India as Education Commissioner -- the title was subsequently altered to Adviser -- with the Central Government. When his contract with the Government of India expired in 1948, he returned to India from 1948-51 to supervise the establishment of British Council centres in that country and Pakistan.
