Le 9 novembre 1947, une résolution de l'ONU décidait de la partition de la Palestine et créait deux Etats séparés, l'un juif, l'autre arabe. Mais les Etats arabes déniaient à l'organisation internationale le droit de statuer sur l'avenir de ces territoires.
