According to Woo, a multiracial congregation may be understood as a congregation ":composed of racially diverse believers united by their faith in Christ, who make disciples of all the nations in the anticipation of the ultimate racial reunion around the throne of God. The Work reflects Woo's conviction that it is "God's will for all churches to move toward crossing any racial and ethnic lines that have been established in their immediate communities." It is Woo's assumption that the local church should reflect the heavenly image of all nations worshiping in unison as pictured in the text of Revelation 7
