A. John Bell   Arthur John Bell, often referred to in the papers as John A. Bell, since he used his middle name, was the division plant manager for the telephone company.  Fearing a flood, he went into work to shut down the telephone batteries.   When the flooding made most communication impossible, he was able to rig a line on the roof, and let the outside world know what was happening.
