I'm new to writing fiction and am working on a Steampunk story. I've written a sample chapter (not the opening) and wondered if anyone could recommend a forum or website on which I could get some contructive criticism on my efforts.

Perhaps critters.org? You would have to critique first before you're eligible to be critiqued, and there are very formal guidelines about critiquing and then submitting your own work, but the way the system is laid out makes sense to me -- it prevents people from showing up, having a story or chapter critiqued, and then disappearing without contributing any critiques themselves.

In addition, I believe that you learn a heck of a lot about writing by critiquing other people's work.

Thanks, that sounds really interesting, I'll give it a go. I've written tons of non-fiction, but this is my first try at a sustained piece of fiction. If I'm happy enough with it I may put it out on Smashwords.
