If you saw someone of Chloe's age in a graveyard at night in a cloak or dressing gown, would you have phoned the police?

I don't think I would have done in Cathbad's place - he thought she was dressed in outdoor clothes. She wasn't doing anything that looked illegal, so why bother the police?

I thought that was a strange thing to say. If I saw this I wouldn't automatically phone the police and couldn't see them coming out. Where is the crime? Can't even get them to come out when there is a crime, they just give you a crime number!
