Why would someone clean the grave? Do you believe it is Chloe who did this?

I don't know why anyone would clean this particular grave, but given the presence of cleaning fluid on Chloe's hands I'd say she's the likely candidate.

This was very strange, however I felt Chloe must have cleaned it for some reason.

It looks like Chloe was cleaning the stone but I can't imagine why.

Would she have cleaning fluid on her hands if she had just touched the stone?

She definitely was cleaning the stone. Smell of cleaning fluid on her hands and finding by Nelson of the rag.

I would say it was Chloe that cleaned the grave stone since she had the fluid on her hands and under her her nails. Perhaps she did it out of respect.
