Do you think Nelson was off hand with Ruth when she discussed the missing glass with him?

Yes he was offhand, but Nelson can be a grouch at the best of times.

At least Ruth handled him and I like when she says, "See you around" before she hangs up the phone.

He should have known that this was Ruth's field of expertise. he was rude and disrespectful. I expected better from him.

Incredibly offhand and expected better as this conversation was in the line if professional duty. She was trying to help him.

He's apparently still holding a grudge and is dismissing Ruth because of his personal hurt feelings.

I've noticed that all the police characters seem to have a really hard time separating their personal life and their professional lives.
