New vs old Evangelism

I pray readers will comment on their books and activities in each of these areas.
Most of the literature and contacts I've found suggest New Evangelism is essentially a call to Church lay members to get more active in Church, and to bring friends with them, at all ages and levels from youth programs and catechism to retreats, feast celebrations, pilgrimages, banquets, concerts, etc and on to Christian Service, regular Mass attendance, and other visits and gatherings.
Old evangelism focused on non-Catholics vs the New is focused on lapsed or less involved Catholics.
Recently I found, and immediately misplaced, a commentary that said the term evangelist is not currently intended to describe a person's office, but rather a function (presumably part-time, seldom or never full time). But one of our local parishes has had an Office of Evangelism for many years.
My Dictionary-Concordance (New World/NAB) observes that only Philip the deacon and Timothy are referred to as Evangelists, but Evangelists are listed third after Apostles and Prophets in gifts of the Spirit.
