I think it's an old man walking into a pub fresh from the killing of a second victim.
A foreigner. Probably a relative of the dead girl. Out for revenge at the murder of his daughter/sister(?).

I thought he was flashing back to prior murders. He doesn't appear to be quite sane.

I think he is the murderer of Barnaby Smythe. This line seems to be the best clue:
"The hands that sought vengeance for all the wrongs done to him and his kind."

I thought it was a flashback also. Good summary , Sergei. I didn't think about it enough to gather that much information. Maybe the guy in the picture that we all think is Tony's grandfather's twin is the old man having the flashback.

Is it our modern day murderer, has he just killed a second person? Sergei could be right about it being a relative of the girl who was murdered. I do wonder why it has suddenly come to light now.

I was very confused by him at first, then I thought he must have killed someone but couldn't quite work it out to one of your victims because it just didn't make a lot of sense to me. A very interesting chapter indeed!
