Was it surprising that no one was investigating the murders of Ziggy and Mondo?

Yes it is surprising but then the police in this book are not very impressive to begin with.

Not with this police department it wasn't. I would have been more surprised if they HAD investigated.

Crimes in different areas (or in this case different countries) not being joined up.

no, not really. different jurisdictions (countries, even) plus the guys had been off the police force's radar for so long. Maybe if Karen had been further along in her investigation of the cold case this might have happened and they'd see links between the deaths.
