Today's US housing regulations have quite effectively blocked US-based efforts to establish a Utopia, but perhaps a way around them is for communities and perhaps even states to ban repeat criminals from living there (it might be necessary to establish a zone somewhere in the state where repeat criminals could live).
Most of the early North American colonies were essentially attempts to form a Utopia, and many more were attempted by religious groups (Shakers come quickly to mind, as well as Unitarians).
I ask other readers to identify books describing the history of these Utopian efforts, and comment on other ideas that might help them succeed.
