It seemed random but I feel like it will figure later in the story.

It did seem random and in that part of the world that wouldn't be so difficult to believe. Knowing Clive Cussler it is probably connected somehow.

I think the terrorists are connected to the story because of the way they were staring at Juan and Max when they first entered the building where they met with Roland Croissard.

Why target Juan and Max with suicide bombers rather than plain assassins? If the bombers were after Croissard, why detonate on the roof rather than near his room?
