Should the President feel guilty about the victims from the train crash?

no (though he will). it wasn't him that caused the switch to change.

I imagine any normal person would feel some sense of guilt for the deaths of innocent people, but the ones to blame are the ones who caused the crash.

No...but of course he will. He was between a rock and a hard place. He obviously couldn't do any of the things on the list of demands and some people were going to die regardless of what he did or didn't do.

No he shouldn't. He's the President of the United States - no matter what the provocation, he cannot give in to such demands.
