I think the person in charge of the Dragon Court knows Rachel and wants to keep her safe. I know we're supposed to think it's the Archbishop Sespa (can't remember his name right now) but I think it's actually Vigor - I've got a bad feeling with him

(If Rachel has their required noble blood running through her, then Vigor might too - unless it comes via her other parent? - in which case, Vigor would fit the Dragon Court template.)
Let's just say, I won't be completely surprised if Vigor turns out to be the Dragon's Imperator.

It sounds like someone who knows Rachel. I can't believe it's Vigor but have no other idea who it could be.

Hadn’t thought about Vigor in that way, but presumed someone either wanted to protect her or felt she had some other part to pay.
