I would say yes that it is very possible that such a System exists. There is a Global Positioning System. Air Force Space Command's Space and Missile Systems Center at Los Angeles AFB, Calif., acts as the executive agent for the Department of Defense.

I'm retired from a huge defense company. There are things out there, both positive and negative, that would make your jaw drop in awe and fear.
