Did you think Heffernan’s theory about Dan and Jan Wexer was right?

I did not - he keeps throwing out theories without the facts to back them up. He had 2 in this book that he just wanted to make work because he could fit his theory with all the clues

He evidently doesn't believe in evidence. He just throws out theories and expects Wesley to make them work.

I agree. He comes up with a theory and tries to fit the evidence in where convenient.

He has his theories but has no evidence.

I think Heffernan looks for the line of least resistance, in the hope it'll turn out to be true. I don't believe, however, that he'd ever require Wesley or any of his team to push for a conviction without thorough investigation.
