It didn't say that Harry was trying to kill the man. I don't believe many police officers would shoot initially to deliberately kill...they would shoot to disable a situation. Harry fired thinking that the man was going for a weapon. It appears to be a justified shooting that went badly. In the heat of the moment there was no more communication between them.

In a moment like this when a man looks like he's reaching for a weapon it would be too late if Bosch didn't shoot the guy then the guy could have shot Bosch. He should have disabled him and not killed him but who knows because it could have been Bosch who would have been killed.

Bosch gave Church two warnings to stop reaching for whatever was under the pillow, Church chose to defy him. If it had been a gun under the pillow, I don't think a disabling shot would have stopped Church shooting Bosch. Ergo, self-defence, justifiably so.
IAD could find nothing wrong with the shooting - and I bet they dug deep!

I think he had little option but shouldn’t have gone in alone. Disabling shot? Possibly but how do you disable someone enough so they are not still a risk.

When a police officer says "put your hands where I can see them" it doesn't make sense to grab for something hidden under your pillow. Especially a toupee. I felt like Harry was just defending himself from being shot.

I’m on the same page as Lynda! Bosch gave plenty of warning. I thought he was completely justified in shooting him.

Yes. How was he to know it wasn't a gun he was reaching for under that pillow. Plus he gave him two warnings. He even mentioned that he was the police. So he wouldn't think it was a home invasion/burglary.

While I think the shooting was justifiable based on Church reaching for something under the pillow, I do think that Harry was in the wrong as he did not request back-up. Yes, it had been over an hour since the prostitute had fled and then called it in, but Harry made - what I think was too big of a leap - that the suspect had gone out in that hour window, found another prostitute to bring home and that she was at risk.
