Hi All: as many of you are no doubt already aware, Member Giveaways is being combined with and subsumed by our newly redesigned Early Reviewers program. We will no longer have two separate giveaway programs, one for authors and one for publishers, but rather, one program for both.
Please see the Early Reviewers Redesign and Relaunch talk thread, over in the New Features group, for more information, and to give feedback.

So, does this mean that we can't give away books that have been previously published? The early reviewers program says that the book cannot have been published for more than six months.

See the thread >1 AbigailAdams26: linked to. It says: All books have to be either forthcoming or published in the last six months, as verified by Bowker Book Data.

>2 scochren: Yes, that is correct. Now that MG has been combined with ER into one big giveaway program, all of the giveaways will be required to conform to the same set of rules. As lilithcat observes, this means that all books offered must have been published in the last six months, or be forthcoming.

I'm not keen with this idea and think it's a shocking idea, I have loved getting books from authors who have released them a few years back but because of how many books are published a year they don't get seen. A couple I have read have been amazing.
