I'm an MLIS student, and currently have an internship with a small arts organization that runs a VOD service for film and video art. I'm making them a package of MARC records so they can integrate their catalogue into educational institutions, but am kind of stumped figuring out the "publisher" of most of these works.
The resources are streaming videos available online, so according to RDA they are published, but the best practices guidelines I've found say not to record the provider as the publisher. I know that many movies are catalogued with the production company as the publisher, but I'm not sure what is correct in this case. Some of the works are entirely independently made, with no production info at all. For those that do have production companies, it's not sure when, where, how, or even if these works were initially released to the public.
I'm working with an instruction package made by a librarian who was contracted by the organization a few years ago, but her example records don't contain any publication information in field 264. Is this the correct way to approach this, even though publisher is a core element in RDA?
