Most likely it was the granddaughter at risk.

I think based on the prior relationships, the granddaughter was at risk for being killed and Woody at risk of being guilt ridden and broken hearted.

Supt. Baldwin's future in the force may well be imperilled by his inaction over this issue. He has allowed personal feelings to override professional duty. given the pattern of previous abductions I agree that Woody's granddaughter is most at risk.
