Is it in Luke’s interest to work with Laura? Is it in her interest? Why?

It would be helpful to Luke as she has local knowledge.

I think it is important for them to work together as they can share information and skills to get the job done right.

Yes, he needs someone familiar with the territory and players to help. I don’t know her agenda…but she, or her boss, obviously thinks the collaboration will be of benefit.
