Why do you think Spagna wants to help Gallo become Pope? Any thoughts on the process of becoming Pope?

It would be advantageous for Spagna as he would be made a Cardinal having direct oversight and control of the Vatican Spy Organization, also Gallo would owe him a lot.
The actual balloting process to become pope is an established process with 2/3 to win; the political deal making is the interesting part and is typical of most large and powerful organizations.

Spagna wants to help Gallo become Pope because he believes he has a chance at winning. He believes that the attribute of theft is common to the red vultures and is not a liability. He also knows that Gallo’s ultra-orthodox views are shared by a great many. He needs 2/3 votes in order to become Pope.

It’s in his best interest. He’ll have a Pope with a similar agenda to his own. Additionally, the new Pope will be beholden to him. He’ll become a Cardinal and be placed in charge of The Entity.

Serves his own agenda and his power base to have Gallo become Pope, and would mean he’d have some power over him.
An interesting way to select a Pope, and appears a lot of skullduggery involved. Possibly pays not to be too popular going in as can work against you.

Yes, it would be a win-win for both Gallo and Spagna for the former to become Pope. As long as Gallo upholds his end of the bargain and doesn't decide Spagna is a liability because of what he knows.
