Stephanie concern for Cotton has always been there especially now as he is working independently without support or backup.

I think Stephanie warned Cotton and Luke to work with Laura Price temporarily. They need her help and she has institutional knowledge that can speed things up.

She knows both strands are connected, so clearly what he is doing is important to the whole thing. She clearly keeps close tabs on him.

Perhaps the fact that Cotton is on a job for British Intelligence is getting in the way of her being able to advise him on intelligence that she could have shared if he’d still been one of her own operatives.
