Yes but not until Monsignor John Roy told Luke that this is not a matter that concerns the United States.

I didn't think Luke was buying what the Monsignor was selling.

Luke already feels he’s made a few mistakes on this one, he won’t walk away as he’ll feel that’s a failure on his part.

I think he would, if only to buy himself the time to figure out his next moves. Or to look like he buys Monsignor Roy's so-called reasons.
