What did you make of the test Eleanor told Bosch about? Who was being tested and why?

Luke was being tested to see if he a turned. Eleanor appears to carry a lot of baggage.

I thought Bosch was being tested as they knew Eleanor would probably tell Bosch about the test.

I thought Goshen was being tested by Marks to see if he was loyal.

I had no clue who was being tested. Glad they spelled it out. I don’t think I would have figured out on my own that Marks was testing Goshen.
