Do you think Veronica had set Powers up? Why would she do that, and why kill her husband now?

Veronica will always cover for herself .so yes
Kill him I believe for two reasons, she had access to money to keep her life style and payback.

I think Veronica is a user. I also think her ego was involved. Tony met a cute young dancer and wanted to "trade up". Even though Veronica would get half of everything, if the IRS might take everything, that half would be zero. This was the best time to kill him, before she lost everything.

Yes, she set Powers up. She did it to throw the blame onto him. The timing is probably as has already been mentioned: there was a new girlfriend in the picture.
