Were you surprised when Powers suddenly appeared and killed Veronica? Did they have to kill Powers?

No, he wanted revenge no matter the consequences. Yes, an active shooter with a weapon in his hand, no choice.

I certainly expected him to turn up to seek revenge but a pity that he had to be shot. I always prefer it when the bad guy has to face more long term consequences.

No I think we’d seen from the police station that he wanted revenge. Surely they could have taken him out without a kill shot?

I expected him to show up but didn't think he would have hidden himself before the police arrived.

I also expected a shoot out, but was surprised he was already at the scene before Bosch and the others arrived

Not a surprise to see him, but a surprise to see where he’d been hidden - and the feds/cops using his hiding place as a cover for one of their own. How ironic, ☺️.
I imagine Powers was not willing to be taken alive, or at the very least taking a few cops out in the process of being arrested. So a killing shot was probably the way to go.
