Any thoughts about why Mr Preece sent flowers?

Could this be construed as Preece knowing who is in the grave?

He sent flowers to mark the grave of the victim.

It seems like a gesture of condolence but it can't be that simple.

It seems like an odd gesture from someone who has shown aggression on visiting the site. We need to know more about this character.
