Any initial thoughts why Tom Bunch was with the Polish President when he asked Cotton not to complete his mission?

I think he's taking the opportunity to lull Janusz into thinking they will help get the documents. Once they have them, the US president will threaten to expose him if he doesn't agree to put the missiles in Poland.

IMO, he was there to make sure the Polish president was following the American script, and that he could then whisk Cotton away - keeping control of what’s going on. Or so he thinks…

I thought at the time I read it that Janusz was simply working with whoever he needed to in order to keep the documents' contents quiet. That Janusz was in the driver's seat and using Bunch (and Bunch's ego couldn't see it).
