I'm going with 93, partially because the 94th so-called penis is not only abnormally large (for a human), but mostly because it's on a man who was on foot, not riding a horse. In other words, this was a nobody. The horses ridden by the important people had 'noticeably larger genitals', so this would seem to indicate that if it was to be counted as a penis, the man should have been riding a horse!
