McCaleb said, ‘Cordell and Kenyon didn’t work out. The shooter learned from them. He finally got it right with your sister.’ Any initial thoughts what he meant by this?

Kenyon and Cordell were the first two who were killed but they were DOA and didn’t work out. The 3rd person killed was Gloria, Graciela’s sister, and she finally worked out as she was not DOA and he finally got the blood he wanted.

When I read this, it all made sense: with Kenyon he used the ‘Devastator’ bullet - probably killed Kenyon too soon, so his organs weren’t viable. Hence the switch to ordinary bullets.
The emergency responders for Cordell were too late - the operator got the address wrong, so they lost time in getting to Cordell. I suspect this meant they couldn’t use his organs for the same reason.
With Gloria, it’s been my theory that the shooter called 911 first, then shot her: this would shave time off the arrival of the responders. He also attended to her head wound to slow the bleeding, maybe that kept her alive long enough. (Yes, it was the Samaritan who wrapped her head, but my other theory is that the Samaritan was also the shooter, so this would fit.)

He finally figured out how to do it. I suspected the killer and the good samaritan were one and the same for awhile—but was unable to see why until we learned the killer was trying to harvest organs.

This finally explained for me the reason why the change of bullets, which I couldn't fathom out previously.

It’s rather like Robert the Bruce, if you don’t succeed try and try again.
