Surely there were places that would have taken the baby??? Leaving it on the street, even if it was in front of the police station, seemed rather "cold hearted". I couldn't have done that to a dog much less a human. As Eadie said, it certainly could have been a Romanian...or the shawl could have been bought somewhere.

The baby was warmly wrapped up and whoever left it outside a police station would have expected it to be rescued quite quickly. It was not an isolated spot.

The baby must have been left by someone very frightened. If undocumented or involved in illegal activity, it would be hard to directly turn over the child to someone in authority The person cared enough to snugly wrap the baby as much as possible to keep warm. I agree that they expected the baby to be discovered quickly. Also,since the baby was not a newborn, parents likely wanted to keep the child but later discovered it was impossible,
