Why do you think Steven Robertson had all the passports?

Yes, a method of control. Without them these women have no way to escape.

No passports mean the women cannot escape the clutches of the Robertsons. They can’t even run and start out on their own. They are captive slaves, cheap labour for Robertson and his mother.
