Any initial thoughts how Ellie’s phone been in the police building?

One of the guys who robbed her took her phone. He was at the police station and had the phone with him.

Immediate thoughts were: Constable Ian Skitt, or I’d been wrong about Barton all this time…
Common sense prevailed though: surely Skitt wouldn’t take the phone into the station and be careless enough to turn it on. And I simply can’t see Barton as a killer. There must be some other explanation; Eadie’s comment makes sense.
