Made sense to me considering she had few legal options open

It appears this was the most expedient option open to them. It would have been preferable to have more backup, but Woody made it clear that was not going to happen.

While it would be safer with more backup, it seemed like a good plan.

Woody is hampered by politics. He would like to back Kim's plan but is constrained as she is not.
