New Polls: "Forever" polls don't show results to owner unless voted

To reproduce:
1. Use the "Add Poll" feature in Talk and post a poll with a "Forever" timeline.
Bug: Since the poll never expires, the results are never shown to the owner of the poll unless they vote on the poll.
We should make a way for the owner of a poll to view results whether or not they vote, and whether or not the poll has expired.
