Why do you think Harry was so worried about calling Reverend Preston Higgins? Why was it better for someone up the chain to call him?

Rev Preston had high public profile and could create a public reaction to the killing.

He headed a group of associated ministers who together were a force that could hold the community in check.

I agree with >2 JohnDBurke: and >3 EadieB:. Publicity of that that nature could hinder the case and the investigation.

They would use the tragedy to promote their agenda.

I agree. Involving Tuggins could open up a can of worms.
But, if Tuggins was of a mind, he could get involved anyway. I don’t believe that his being the family minister is any more of a red flag than having no personal connection.

Agree with >6 Sergeirocks: a real can of worms. With his involvement could be a real community disaster and put police right in the spotlight. Needed someone who could play the political game better than Bosch.

It is a concern of what Rev. Higgins would do once he received the news, and whether Bosch was the right man to call Rev. Higgins. Bosch gets points from me for deciding to let someone higher up in the police department make the call.

Bosch was smart. No good will come from Tuggins involvement. Best that he not be the one that gives Tuggins notice. Let his bosses take care of it, and take the heat for it. It’s unlikely that chief of police, mayor or other high official will do a ‘better job’ of giving the news to Tuggins or convince him to not use this to rile up the community. Bosch would be blamed if he contacted Tuggins without clearance from his superiors.
