I came across these two series today:
Civil War: A Narrative
and
The Civil War: A Narrative
Neither one is complete, and are most likely the same series. Here is the Author's Page.

They're the same *narrative*, but the first breaks it into nine volumes and the second (the one I'm familiar with) breaks it into three volumes. I would recommend a separate series page for both the nine- and three-volume editions, but both pages need work: The nine-volume series is missing several pieces, and the three-volume series has an errant version from the nine-volume edition included.

Well, I started to help with the 9 volume series, but I quickly realized I don't know enough to finish the job!
ETA: It looks like there might be a third series? There are some books with this cover design:

Note that it has a different title than the 8th book in the 9 volume series.

2> Why not one series? The Dresden Files series, for one, (e.g. Storm Front since you can't touchstone series) has both the original novels and the omnibuses in one series.

I was able to find this about the Civil War series:

As I thought, there was a third series, this one consisting of 14 volumes. It seems there are at least a few differences in indexes, maps, and other artwork between the series, although these may be fairly superficial. Again, since I'm not comfortable with the series, I'll leave it to someone else to determine how this should be structured.

I have Foote's original 3 volume version of his history. I knew that there was a newer 9 volume version which breaks it up into less intimidating smaller books, but I had not heard that there was a 14 volume version. Personally, I would recommend grouping them each as a different work.
