Of this type, I prefer the photos and books of Gary Winogrand.

Is it the best? Looked at in the context of its day, I'd say 'yes'. It set the standard for what a photo-monograph should be. It told a story through it's juxtapositions and relationships between preceding and following pages. The term 'seminal' is banded around too freely but here is a book deserving the badge. In terms of impact on the photobook landscape no other book except "The Family of Man" (not a good book) and Eggleston's Guide have had the same impact.
