Preface to the 1st edition: Late in 1968 our attention was drawn to the Economic Development Administration's employment effort in Oakland by the appearance of a book with the arresting title, Oakland's Not Burning.

Preface to the 3rd edition: In recent years there has been a growing emphasis on the implementation and evaluation phases of the policy process.
