The story premise for debating the merits of pre-crime didn't work for me. Someone who's stolen a tank has already committed a crime, even if you stop them before they commit murder, and therefore can't charge them with that. (Also, attempted murder and conspiracy to commit murder are crimes.) It also ignores any possibility of preventing imminent crime by means other than long-term incarceration or getting punched by superheroes. ( )
