Simon Templar, også kaldet Helgenen, er i Washington og træffer her Madeline Gray, datter af opfinderen Calvin Gray. Calvin har opfundet en syntetisk gummi, der kan laves af meget almindeligt forekommende stoffer og vil forære opfindelsen til regeringen, men uden at fjenden kan hugge hemmeligheden. Han drukner i mængden af skøre opfindere i samme ærinde og kan ikke komme i kontakt med Imberline fra patentkontoret. Der optræder også en Mr Quennel, der er millionær og har dels en datter Andrea og dels et firma Quentico, der laver gummi af bitumen. Quennel viser sig at være skurken og Simon Templar afslører ham og befrier Calvin og Madeline Gray, som han har kidnappet.

Romanen foregår under anden verdenskrig og plottet tager så lang tid at fortælle at handlingen i en eller anden grad bare falder hen.
